          america at the crossroads was one of the most important
          miniseries
          of the year. one irony: the quality pbs show was hosted by
          canadian
          robert macneil. tonight, macneil introduces a documentay
          provocatively
          titled 'the anti-americans or why does europe hate us'.
          after all, u.s. troops led he allies in liberating western
          europe,
          or so americans believe. but today 50 per cent of europeans see
          america as playing a negative role in world affairs. is it
          mainly
          anti-bush sentiment? the documentary travels to france, ireland,
          poland and great britain (wned at 10).

          HAVANAThe United States pays Cuba $4,085 (U.S.) a month in rent
          for the controversial Guantanamo naval base, but Cuba has only
          once cashed a cheque in almost half a century and then only by
          mistake, Fidel Castro wrote in an essay published yesterday.
          The ailing Cuban leader, who has not appeared in public for more
          than a year, said he had refused to cash the cheques to protest
          the "illegal" U.S. occupation of the land, which he said was now
          used for "dirty work."
          "The base is needed to humiliate and to do the dirty work that
          occurs there," he said of the detention camp where some 355
          terrorism suspects are still being held with no legal rights
          despite international criticism.
          Castro, who turned 81 Monday out of public sight, said the U.S.
          cheques are made out to the "Treasurer General of the Republic,"
          a position that ceased to exist after Cuba's 1959 revolution.
          He said only one U.S. cheque was ever cashed in 1959 due to
          "confusion" in the heady early days of the leftist revolution.
          Castro's refusal to cash the cheques to protest the "illegal"
          occupation has been long known.
          In a television interview years ago, he showed the cheques
          stuffed into a desk drawer in his office.
          The final instalment of Castro's long historical essay on Cuba's
          hostile relations with the United States written for future
          generations was published by the ruling Communist party
          newspaper Granma.
          The essay, titled "The Empire and the Independent Island,"
          recounted Castro's view of American efforts to control Cuba
          since U.S. troops landed on the island in the Spanish-American
          War that secured Cuban independence from Spain in 1898.
          The United States retained 121 square kilometres at the entrance
          to Guantanamo Bay in eastern Cuba for a naval base, which has
          been used as a prison camp for Taliban and Al Qaeda terrorism
          suspects since the invasion of Afghanistan that followed the
          Sept. 11 terrorist attacks on the United States in 2001.
          The base was initially a coaling station for the U.S. Navy to
          protect the approaches to the Panama Canal.
          Castro said the enclave was "illegally usurped" by the United
          States, adding that the base no longer had any strategic
          military purpose in the age of nuclear-powered aircraft carriers
          packed with fast fighter-bombers.
          "If we have to wait for the collapse of the (capitalist) system,
          we will wait," Castro wrote. He said Cuba was always on alert to
          the threat of a U.S. invasion.
          Castro handed over power to his brother, Raul, July 26 last year
          after undergoing emergency intestinal surgery. His health is a
          state secret, but few Cubans expect him to return to office.
          The Cuban leader, the last of the major Cold War figures still
          alive, is seen as a Stalinist tyrant by his enemies but he is
          still very much widely admired in the Third World for standing
          up to the United States, a David-versus-Goliath role he has
          relished.

          Dion attends screening of Moore's 'Sicko'

          TORONTO -- It's not often that the Leader of the Opposition gets
          treated to a matinee by his constituents.
          But an unusual political stunt Thursday had Stephane Dion taking
          in a screening of Michael Moore's latest movie, accompanied by a
          group of registered nurses.
          The Registered Nurses Association of Ontario has been inviting
          politicians to see "Sicko," Moore's documentary on
          privately-funded healthcare.
          Dion said that even though the movie paints a picture of
          Canadian healthcare that's "a bit rosy," the film serves as an
          important reminder of the pitfalls of privatization.
          "There are strong lobbies that would like to take us there, but
          they won't have the ear of the liberal party," he told reporters
          before a roundtable discussion with the nurses.
          Dion, Ontario Health Minister George Smitherman, and former
          Liberal leadership contender Gerrard Kennedy were all on hand at
          the event.
          Doris Grinspun, executive director of the Nurses' Association,
          said it's important for politicians to see the movie now because
          it's becoming increasingly important to ensure Canada's system
          stays public.
          "The ghosts of privatization come and go," she said. "We now
          have, next week in Vancouver, the installation of the new
          president of the Canadian Medical Association, Dr. Brian Day. He
          owns a for-profit clinic."
          Day's selection has been a point of controversy. At the Romanow
          Commission hearings on healthcare in 2002, he called for more
          privatization, increased competition, and the introduction of
          user fees. He also recommended that the Canada Health Act be
          repealed.
          Dion acknowledged that the private system must have a role in
          delivering some services - an opinion reinforced by a 2005
          Supreme Court decision granting a Quebec doctor the right to
          provide private for some patients.
          "We have to make sure people have speedy access to services
          while protecting universality (of coverage)," he said.
          Dion said he worried about what further privatization the
          Conservatives might allow, referring to a few often-quoted
          statements Prime Minister Stephen Harper made in praise of the
          U.S. health care system before he was elected.
          He said the environment and healthcare are interconnected, and
          that the Conservatives have already made a significant
          concession in both areas.
          "We learned recently that to please the Americans, Canada has
          relaxed its regulations on pesticides. those pesticides can
          bring about serious illnesses," he said.
          But Health Minister Tony Clement seemed to dismiss the nurses'
          concerns that Day would lobby hard for more privatization.
          "Mr. Day isn't the health minister, I'm the health minister. So
          I'm not really too concerned about Mr. Day and what he wants to
          say on behalf of his association," he said.
          "Canadians would like to have a system where you can't buy your
          way into better health care," he added.
          At the post-screening roundtable discussion, Dion spent most of
          his time listening to nurses' concerns on a number of issues,
          from quality of training to the challenges aging baby boomers
          will present to an understaffed system.
          Nurses also expressed concern over wait times and a shortage of
          family doctors, a sentiment echoed by Dion.
          "Why is it so difficult in Canada to have a family doctor?" Dion
          asked. "Because if you don't have a family doctor, you go to
          emergency for everything. That's an awful system."
